2026 Housing Needs Assessment

This fall, the Town of Columbine Valley is preparing a Housing Needs Assessment (HNA) as required by the State of Colorado. While the Town is not seeking any change, a periodic HNA does help leaders understand the type of community that residents want and need. The assessment must be completed and published by Dec. 31, 2026.

  • Analysis Not Development Plan: A Housing Needs Assessment is an analysis of housing needs—it is not a housing development plan. The assessment does not presume the Town will undertake a particular development project, change its zoning, or accommodate a predetermined number or type of new housing units.
  • Factual Picture of Housing: A Housing Needs Assessment provides a factual picture of a community’s existing housing, the people and households who live there, housing affordability, changing housing needs, and potential future needs.
  • Community Engagement: The Town will provide multiple opportunities to hear from those who know the community the best—its residents. Outreach will include a survey and opportunities to give input and feedback.
  • Capacity Limitations: Columbine Valley is a small and substantially built-out community. An important part of the assessment will therefore be distinguishing between identified housing need and the Town’s realistic physical capacity to accommodate additional housing.

Why Is the Town Conducting an HNA?

Colorado law requires local governments to assess housing needs using a methodology established by the State. Columbine Valley is preparing its own standalone assessment. The Town will combine available federal, state, regional, county, and local information with Town records and community input to develop an assessment specifically focused on Columbine Valley.

How Will the Town Collect Data?

Residents are encouraged to share their thoughts on the housing needs of Columbine Valley through a survey, email or phone, and public meetings. In addition, residents will have the opportunity to review the findings to ensure they accurately reflect the community before the final HNA is approved by the Trustees and submitted to the State of Colorado.

  • Survey: A digital survey with a paper option will be available from Tuesday, Sept. 1 through Friday, Sept. 25. Information about accessing will be on this page and on the website right-hand sidebar.
  • Public Meetings: Residents may share thoughts about housing needs at the Oct. 20 Board of Trustees meeting. At the Nov.17 meeting, they will have the opportunity to provide feedback on the draft HNA.
  • Email: Residents may email their thoughts on housing needs and the HNA draft (when available) to boardoftrustees@columbinevalley.org.
  • Analog Communications: Residents may send a letter to Town Hall, 2 Middlefield Road, Columbine Valley, CO 80123, or call Town Hall at 303-795-1434.

Again, residents will be sharing thoughts on housing needs—not development plans.

What Will the HNA Examine?

The HNA will consider a range of information about housing and households in Columbine Valley, including:

  • The Town’s existing housing inventory
  • Population, households, and demographic trends
  • Housing costs and affordability
  • Housing needs at different income levels
  • Changing housing needs as residents age
  • Potential housing instability and displacement concerns
  • Recent residential construction and changes to the existing housing stock
  • Remaining land and realistic opportunities for additional housing
  • Potential future housing needs
