E-Vehicle and Golf Cart Safety

Pedestrians, riders, and drivers share the streets of Columbine Valley, and the Town wants to keep everyone safe. Whether walking a dog, riding a traditional bike, cruising around on an e-vehicle, driving a golf cart, or driving an automobile, please remain aware of those around you and understand any regulations that apply to you. Safely Riding E-Vehicles

In July 2026, the Town of Columbine Valley updated the traffic code to regulate electric bikes, electric scooters, low-power electric scooters, and electric motorcycles (collectively known as e-vehicles) due to their growing use and public safety concerns.

Safety regulations for riders of all e-vehicles include:

  • Riders must stay as far to the right on the road as practical.
  • No more than two riders may ride abreast on the road.
  • Riders under 16 must wear U.S. Department of Transportation–approved helmets.
  • Passengers may be restricted based on rider age and type of vehicle.
  • Adults may not permit minors to violate the rules.

Violations are subject to penalties under the Town Municipal Code.

E-Vehicle Classifications

Colorado law requires that all e-bikes are clearly labeled at the point of sale as Class 1, 2, or 3 to indicate the classification, motor wattage, and top speed. The class is generally located on a sticker on the frame, battery housing, or handlebar area. Owners and riders of e-motorcycles and low-power e-scooters should understand what they have purchased and are riding.

E-Vehicle Regulations

Within the Town of Columbine Valley, the regulations differ depending on the type of e-vehicle:

  • Class 1 & 2 e-bikes: Allowed on streets and gutter pans, but prohibited on sidewalks, trails, paths, and parks. Must be 16+ to include passenger(s).
  • Class 3 e-bikes: Allowed on streets only; operators must be 16+, have a driver’s license with a motorcycle endorsement, and maintain registration and insurance. May include passenger(s).
  • E-motorcycles: Allowed on streets only; operators must be 16+, have a motorcycle-endorsed license, and the vehicle must be registered and insured. Must be 18+ to include passenger(s).
  • Low-power e-scooters: Allowed on streets only; prohibited on sidewalks, gutter pans, trails, paths, and parks. Operators must be 16+, have a valid Colorado driver’s license, and the vehicle must be registered and insured. Passengers are prohibited.

Driving Golf Carts Safely

Residents consider the golf cart the “official car” of Columbine Valley. Given how often residents drive golf carts to get around Town, it’s important to drive them safely. To ensure everyone’s safety, Columbine Valley Ordinance 10.08.030 covers regulations related to driving golf carts on streets within the Town. The golf cart regulations include:

  • License: Only licensed drivers may operate golf carts on Town streets.
  • Traffic rules: Golf carts must be operated in accordance with state and local laws, which means all traffic laws apply—including stopping at stop signs and hands-free cellphone use.
  • Lights: Golf carts must be lit at night with two headlights and two taillights that are visible at a distance of 500 feet. (Night is defined as from sunset to sunrise.)
  • Violations: Violations of golf cart regulations spelled out in Ordinance 10.08.030 are subject to penalties in current traffic laws.
  • State highways: Golf carts are prohibited from operating on South Platte Canyon Road, which is a state highway, but they may cross the road at the crosswalk.
  • Surrounding jurisdictions: Columbine Valley Ordinance 10.08.030 applies only to streets within the Town limits. Once a driver crosses South Platte Canyon Road or West Bowles Avenue, the regulations of that jurisdiction apply (for example, City of Littleton or Arapahoe County).
